MHSS and Logibec at Health Informatics: Electronic forms

During the 2022 edition of the Health Informatics symposium, Logibec had the privilege of leading a workshop in partnership with the Ministry of Health and Social Services (MHSS) to present two key initiatives at the heart of practices transformation: the electronic imaging prescriber and the electronic operative request. These two projects call on Logibec Electronic Document Management (EDM) to streamline the care process.

The following is a summary of the workshop and the positive impact of the two initiatives in the healthcare sector.

          The electronic medical imaging prescriber

Presented by Éric Savoie, Project Manager - MHSS, the electronic imaging prescriber project consists in creating prescriptions in an electronic format. This way, the prescriber now has a tool that modernizes the entire imaging prescribing process by streamlining access to information to support prescribers in their decisions.

The ambition of the electronic imaging prescriber project is to reduce by 15% to 20% the 9 million prescriptions issued every year in Quebec. Its goal is also to improve the precision of requests and the processing of inquiries by reducing paper and fax usage.

What are the positive repercussions for medical imaging?

          • A digital prescription process to understand the reasons behind an examination request and to facilitate the next step in the care cycle
          • A streamline of clinical information to help with decision-making with exam questions based on clinical parameters
          • Less adequate examination questions are filtered to improve access to medical imaging for priority patients

          Electronic operative requests

The purpose of electronic operative requests is to reduce surgical treatment delays. Today, more than 20,000 patients have been waiting for surgery for more than a year. This considerable backlog, accentuated by the pandemic, can be partly explained by the 50,000 paper-based requests that are generated every year.

Patrice Senécal, Expert Advisor in Surgical Planning, DGAUMIP - MHSS, indicated that electronic operative request reduces delays and data entry errors. Information can be synchronized with Opera and entered directly by surgeons. Administrative staff does not need to intervene and can focus on other value-added tasks such as those caused by staff shortages.

What are the positive repercussions on operative requests management?

          • Electronic operative requests allow for reduced delays in treatments and fewer data entry mistakes
          • Administrative staff can focus on added-value tasks and, non-exclusively, on data entry from paper-based forms
          • Some actions are automated such as planning, waiting lists management, and prioritization

Electronic forms: a flexible tool to streamline care pathways

Shirley Plouffe, Director of Business Development at Logibec, highlights how these initiatives are only two examples of how to use Logibec Electronic Document Management (EDM), as it can also streamline various care trajectories for healthcare institutions.

Do you believe that one of your paper processes can be optimized with electronic forms? Don't hesitate to contact our team. We follow a proven five-step implementation methodology to successfully deploy electronic forms:

          1. Planning: Define needs, stakeholders, and a project plan, and take a census of used forms
          2. Preparation: établir les standards de l'établissement pour la création de formulaires, débuter leur conception et former les pilotes Establish institutional standards for form creation, start conception, and train pilots
          3. Transition: Plan production launch and install the production environment
          4. Execution: Make Logibec EDM available, train users, and provide training documentation
          5. Optimization: Provide the necessary support to users, collect feedback and make adjustments as required

Electronic forms have a strategic role to play in streamlining healthcare pathways. They are a guarantee of reliability, a precious support for healthcare staff, and an indirect way of participating in patients’ well-being by, for example, reducing treatment and care delays.
